Why is the answer "B" for the 2nd question (By what percent has the price of an overcoat...?). I think it is C (both the data points are needed to answer the question)

I agree with you. Just telling me that the item was discounted $50 doesn't help. If the original price was $100 then it's a 50% discount, if the item was originally $200, then its only a 25% discount. I say the answer is 'C'.
